Quietmark is a small walled town in the foothills. At the north gate, the gatekeeper issues two pairs of felted overshoes — one for the visitor and one, by tradition, for the visitor's shadow — and explains, in a whisper that is itself almost theatrical, the four rings.

The outer ring permits ordinary speech. The second ring permits conversation in close company, but no laughter. The third permits no human voice at all; in the third ring, one may whistle, and may sing under one's breath, but must not address anyone. The central square, no larger than a dining room, is for absolute silence. It admits no more than two souls at a time. There is a bench. People sit on it. There are no records of what they do there, because there are no records.

The town is supported by an archive, which holds documents that other places have wished to forget. The archive is in the outer ring, where speech is still possible, because the archivists must read aloud to one another in order to remember what they have agreed to remember.

Третье не дозволяет голосу человеческому ничего вовсе; в третьем кольце можно посвистывать, можно напевать вполголоса, но обращаться ни к кому нельзя. Срединная площадь, что не больше столовой, отведена тишине совершенной. На неё допускают не более двух душ зараз. Там стоит скамья. На ней сидят. О том, что там делают, записей нет — ибо записей нет вовсе.

Город держится архивом, в котором хранят бумаги, что иные места пожелали забыть. Архив помещается во внешнем кольце, где речь ещё возможна, — ибо архивистам надлежит читать друг другу вслух, дабы помнить то, что они уговорились помнить.
